治理与新公共管理之比较

Comparing the Governance with the New Public Management

通过治理与新公共管理的比较分析,可以发现它们在参与主体、公私部门界线、互动机制、责任机制、政府工具等方面存有许多相似之处,而在人性的假设、政府的认知、着眼点的选择、组织的建构、意识形态以及目标取向等方面有着很大的分歧。前者基本上属于技术和机制层面的问题,而后者更多地属于制度和价值层面的内容,所以,治理与新公共管理的共通只是停留在技术和机制层面。

Comparing the Governance with the New Public Management, we found there are some similari- ties in participants, public-private sector boundary, interactive mechanism and accountability mecha- nism. However there are significant differences in terms of assumption about human nature, attitude to- wards government, choice of focus, construction of organization, ideology and target orientation. The Governance tends to be the problems of technology and mechanism while the New Public Management to a larger extent belongs to the substance of institution and value. So the convergence of the two only stays on the surface of technology and mechanism, but their divergence is embedded at the level of institution and value.
