New Ideas about Western Development

文章分析了西部大开发与２０年前的东部开发的观念、环境、主体、劳动者素质等差异。认为面对新的形势和新的开发环境，西部大开发要寻求新的思路。

This paper analyses the discrepancies in ideas, environment, subject and the quality of labour force between present western development and eastern development two decades ago. It holds that people should have new ideas in face of new situation and new environment and this paper also makes some new ideas.
