投资项目启动式开发是西部大开发全过程中的阶段策略并对西部经济加快发展和持续增长产生重大影响；投资项目启动的实质是为了实现市场启动，推进西部长期发展；这种方式具有推动经济全局和突出地方特色，增强宏观调控与市场机制的互补性等优势，同时也存在行政色彩浓厚，市场导向不力，项目管理缺少科学性等问题；文章最后提出了转变政府在西部开发中的职能，健全项目认证体系，加强项目投资及支出平衡管理，加大引资力度等多项对策。

The mode of initiative development of investment project is a strategy at certain stage in the course of westem devel- opment and exerts significant influence on the continuously accelerating economic growth, The purpose of the mode is to initiate market, promote the long -term western development. This mode of development has the advantages of promoting the economic development of the whole nation, stressing the regional characteristics and enhancing the complementarity of macro -regulation and market mechanism. But this mode has such disadvantages as excessive stress on the role of governments, lack of market orientation, shortage of scientific content in project management, and so on. This paper finally advances several countermeasures as to changing governments' duties, completing the project evaluation system, improving project investment, keeping expenditure balance and furthering introduction of foreign invest- ment.
