天然气价格改革及其影响——以广东、广西天然气定价试点为例

Price Reform for Natural Gas and its Impact-Review on Reform Trials of Natural Gas Pricing in Guangdong Province and Guangxi Autonomous Region

鉴于天然气价格定价方式的转变从2011年12月国家发改委发布的《关于在广东省、广西自治区开展天然气价格形成机制改革试点的通知》中已经得到体现,介绍了成本加成法和市场净回值法两种天然气基本定价方法,对两广天然气定价试点方案及其影响进行分析,并对湖北省天然气价格改革趋势进行了预测。

Changing of the natural gas pricing mode in China began with the issuing of the ＂Notice on reform trials of natural gas pricing mode in Guangdong province and Guangxi Autonomous Region＂ from the National Development and Reform Commission since December 2011. This paper introduces two basic pricing means for natural gas, which are the cost plus pricing method and the netback market value pricing method. Then the trial scheme adopted in Guangdong province and Guangxi Autonomous Region and the influence are analyzed. In the end, prospect of future reform of natu- ral gas pricing in Hubei province is presented.
