摘要
党的十八届三中全会提出要把加快政府职能转变作为全面深化改革的重要任务。乡镇政府作为最基层的行政权力机构,处于统筹城乡发展的枢纽地位。新形势下乡镇政府职能需重新定位,实现政策执行职能、发展经济职能、公共服务职能、维护稳定职能、教化教育职能等五个方面的转变。为此,乡镇改革应在更大的背景、更高的层面上展开,坚持行政管理现代化、城乡一体化方向,树立"为政就是服务"的民本理念,将精简机构作为职能转变的突破口,实现政府管理与社会自治的优势互补。
The 3rd plenary of the 18th CPC congress urges the transformation of government functions as the major task of the reform. The lowest level government,townships need new identification of func- tions in policy enforcement, economic development, public service, stability maintenance and educational enlightenment. Hence, township reforms should be aimed at administrative modernization, man-based and service awareness,and complementary coordination of social autonomous ruling.
