New-type Urbanization:Industrial Development and Coordinated Reforms

本文论述了在新型城镇化与产业融合发展中的改革任务,指出新型城镇化的重要使命是要促进农业现代化的发展,农业现代化的迫切性是基于粮食和主要农产品的供给安全和农民收入提高的重要意义,而要推动农业现代化的发展,则要建立城乡一体化发展的体制机制。本文认为,我国城镇化新阶段的主要标志是,在继续提高和丰富物质产品供给的基础上,转向以满足服务产品需求为主。因此,服务业成为城镇化新阶段的主导产业,它的发展是基于农业转移人口市民化的要求以及需求结构的转变,而服务业发展取决于服务经济市场化程度的提高,进而需要实行一系列改革。本文还强调,继续完成工业化和工业现代化仍然是新型城镇化的重要使命,分析了城市基础设施领域的改革对于工业发展的意义,以及发展先进制造业和战略性新兴产业中的配套改革问题。

This paper discusses reform tasks in the integration of new-type urbanization and industry,and points out that it's an important mission of new-type urbanization to promote agricultural modernization. And to do so,it's necessary to build an urban-rural integration system and mechanism. The paper also argues that the outstanding feature of the new stage of Chinese urbanization is that services become the dominant industry.And a series of reforms are needed putting into practice since development of services depends on the rising of service economy marketization. The paper also stresses that it's still an important mission to continue realizing industrialization and industrial modernization,and explores coordinated reforms in the development of advanced manufacturing and strategic emerging industries.
