环境规制、技术创新与经济增长——基于我国省级面板数据的研究 被引量:7

摘要 基于我国省级面板数据,采用中介效应三步法,实证研究技术创新在环境规制与经济增长关系中的中介效应。结果表明,技术创新在环境规制与经济增长关系中能够发挥显著的中介效应,环境规制是通过促进技术创新而间接影响经济增长的。研究突破已有实证研究割裂环境规制、技术创新、经济增长三者关系的局限,厘清环境规制、技术创新、经济增长的逻辑关系,阐明环境规制影响经济增长的作用路径,有力回应了波特假说。研究表明,只有引致了技术创新的环境规制才能正面影响经济增长,这对环境规制政策的制定和被规制企业有实践启示。 Based on the Provincial Panel Data, using the mediation effect of three-step method, empirical research on the media-tion effect of technological innovation in the relationship between environmental regulation and economic growth. Results show that the technological innovation does play mediation effect in the relationship between environmental regulation and economic growth, Environ-mental regulation indirectly affects economic growth by promoting technical innovation. This research breaks through the existing empir-ical research between environmental regulation, technological innovation and economic growth, to clarify logical relationship between the environmental regulation, technological innovation and economic growth, illustrates the paths that environmental regulation affects economic growth, responds to the Porter hypothesis forcefully. This study results show that environmental regulation can positively affect economic growth only when environmental regulation leads to the technology innovation, this study has important practical implications for policy-makers about the environmental regulation and the regulated enterprise.
