公民政治参与行为活动不仅具有政治性,而且具有道德性。但由于受传统政治文化的影响、现有民主模式本身的局限性以及部分公民政治参与的素质比较低,当前公民政治参与还存在一系列的伦理缺失,这些伦理缺失既有政治参与制度方面的,也有公民个人方面的。
