摘要
社会理性赋予公共服务以公共性、合法性与负责性等特性,对这些特性的进一步要求催生了公共服务价值取向,即追求公益、民主参与、尊重民意、遵守法律、关注效果与追求卓越。但以社会组织为载体的组织理性推定产生的组织文化却与此相悖,这是公共服务低效的根源。对此,可以通过矫正公共组织文化、完善法律制度、加强民主监督等途径予以解决。
The qualities of publicity,legality and responsibility are gifted by social rationality,which has forced the value orientation of public service that is the pursuit of public welfare,democratic participation,respecting public opinions, obeying the laws,concerning about effects of public service and striving for excellence. There is a contradiction between the orientation and organizational culture coming from illation of organizational rationality with social organization as its carrier. And it is the basic cause of inefficient public services. We can explore this problem by correcting the organizational culture of public organization,improving the legal system and strengthening supervision.
