创新型都市圈的基本特征与发展机制初探 被引量:15

摘要 党的十八大将创新驱动发展战略上升为国家战略,如何承载这一战略的实施成为重要问题。本文提出"创新型都市圈"的构想,通过与创新型城市和制造型都市圈的比较界定了创新型都市圈的概念与内涵,基于逻辑推演和实践观察,提出了创新型都市圈的基本特征和发展机制,认为与创新型城市相比,创新型都市圈具有"多尺度"、"跨政区"和"复杂网络"的三大基本特征,概括提出"创新要素和平台的内驱力"、"政府规划与政策的外驱力"和"服务配套的助推力"是驱动其发展的三大动力,并解释了"都市圈互通式循环创新链"作为创新型都市圈发展核心载体的作用。最后在概述美国创新型都市圈的主要类型基础上,对硅谷为核心的创新型都市圈进行了简析,验证了创新型都市圈的基本特征、发展机制和创新链的存在及其作用。 How to implement the innovation driven development strategy has become a key issue since the strategy has been a national strategy after the 18th CPC National Congress. This paper puts forward the conception of 'innovative metropolitan area'. Through the comparison between innovative metropolitan area and innovative city as well as manufacturing metropolitan area,and based on the logical analysis and phenomenon observation,this paper concludes that the innovative metropolitan area is featured by three basic features,that is,multi-scale,trans-political region and complex network. Internal force based on innovation elements,external force based on government planning and policies as well as driver force based on service supporting are three major forces promoting the development of innovative metropolitan area which is specifically embodied by the cyclic interchange innovative chain of metropolitan area. Finally,on the basis of summarizing different types of America's innovative metropolitan areas,this paper analyzes one innovative metropolitan area based on Silicon Valley to verify the basic features,development mechanism and the role of innovative chain of innovative metropolitan areas.
