小型农田水利工程综合效益评价与分析——以河南泌阳县为例

Evaluation and Analysis of Comprehensive Benefit of Small-scale Water Conservancy Projects-A Case Study of Biyang County in Henan Province

被农民誉为"小工程,大德政"的小型农田水利是提高农业综合生产能力、增加农民收入的重要保障[1]。该文通过对泌阳县兴建农田水利设施的实际统计数据进行分析研究,分别从经济、社会、生态、环境影响评价4个方面加以论证,以实例证明国家对小型农田水利工程的投入是一项利国利民的伟大举措。

The small-scale water conservancy projects, hailed as ＂small projects but large benevolent rule projects＂, is an important guaran- tee for improving agricultural production capacity and increasing farmers＇ income. This article carries out in-depth analysis and research of the main problems i irrigation and water conservancy in Biyang County, and expounds the details based on the assessment of the economic, so- cial, ecological and environmental impact. It uses examples to prove that the state＇ s investment in small-scale water conservancy projects is a great measure to benefit the nation and the people.
