猴子岩绿色水电站目标体系与实施规划

Objective system and implementation plan for green Houziyan Hydropower Station

随着绿色环保发展理念的深入,在水电开发工程建设活动中,注重实现质量效益与生态环境和谐统一,逐渐成为提升水电工程建设管理水平、引领未来可持续发展的内在需求。以大渡河猴子岩水电站工程建设为例,创造性地提出了建设绿色水电站的发展思路和建设目标体系。着重阐述了"技术先进、质量优良、安全可靠、经济合理、资源节约、环境友好及协作关系和谐"的一级目标架构,以及二、三级目标的内核,并介绍了建设猴子岩绿色水电站的实施规划与具体做法。对于促进水电资源合理有序环保开发,人与自然和谐发展,具有较好的启示和借鉴价值。

With the awareness of conception of green and environmental protection, achieving the harmony and unity of quality benefit and eco-environment in the construction of hydropower development activities, is becoming the internal demand for en-hancing construction management on hydropower projects and leading a sustainable future. Innovative idea for green hydropower project and objective system is developed and determined in the construction of Houziyan Hydropower Station on Dadu River. In particular, Level I framework of achieving advanced technology, excellent quality, safety and reliability, economy and rationali-ty, resource-saving and harmonious cooperation with environment-friendly type as well as the cores of Level II, III framework are expound. Furthermore, the implementation plan and specific practices of green Houziyan Hydropower Station are introduced to promote the development of hydroelectric resources reasonably and orderly as well as the harmony of human and nature.
