协商民主视域下人民政协科学化建设研究

Research on Scientific Construction of CPPCC on the Perspective of Consultative Democracy

科学化是人民政协建设的重要目标。在现实中其存在着党政协商不规范,民主监督有"缺位",制度建设不完善,协商程序不科学等问题。根源在于没有按科学发展观的要求正确认识政协科学化建设;没有正确认识政协理论研究的相对滞后性;没有正确认识和理解政协履行职能建设需要一个过程。推进人民政协科学化建设,必须坚持群众路线,健全协商制度,细化协商程序,建立学习培训机制。

Scientization is one of the improtant goals of the construction of CPPCC, in which there are such problems that the con- sultation between the party and the government is not normalized, the democratic supervision is omitted, the system construction is not perfect and the consultative procedure is not scientific. The reasons includes that the scientific construction of the Political Consultative is not correctly realized according to the requirement of the scientific developing view, the research of the theory of CPPCC is relatively lagged and the importance of the Political Consultative carrying out the function construction need a process has not been correctly un- derstood. To promote the scientific construction of people＇ s Political Consultative, the mass lines should be sticked to, the consultation system should be perfected, the working procedure should be refined and the training and learning system should he established.
