The innovation of the system and mechanism is the premise, base, power and the fundamental way of implementing the strategy of innovation-driven development. Therefore, we should take the idea of innovating organization and management system, oper- ational mechanism and the security system to provide a solid protection system for the implementation of the ＂innovation-driven develop- ment＂ strategy.
