卫生技术评估研究结果产出方式的偏好分析

目的比较研究人员和决策人员对卫生技术评估研究结果产出方式的偏好程度的差异,为扩大卫生技术评估研究的决策使用提供依据。方法采用问卷调查的方法,收集研究人员和决策人员对不同卫生技术评估研究结果产出方式的评价,运用统计描述的方法,对偏好差异进行描述分析。结果研究人员和决策人员对卫生技术评估研究结果的产出方式偏好有所差异;在不同行政单位、不同行政级别以及不同教育程度的决策者之间,对产出方式的偏好也存在不同;而不同职称、不同教育程度的研究者,所偏好的成果产出方式则较为一致。结论进一步强化研究方与决策方之间的沟通交流,根据不同决策人员的需求采取合适的产出方式,加强机构对卫生技术评估结果决策转化的支持,逐步完善激励机制,并强化卫生技术评估结果向广大社会公众的传播。

Objectives To compare the difference in the preference of HTA output form between the researchers and policymakers, in order to provide policy recommendations for expanding HTA utilization in policymaking. Methods Ques- tionnaire survey was held to collect data on the preference of output form among the HTA researchers and policymakers. Descriptive analysis was applied to demonstrate the differences. Results Some differences in the preference of HTA out- put exist between the researchers and policymakers, as well as among the policymakers on different administrative level, education degree or affiliated department. However, the preference tends to be very similar among the researchers with different professional titles or education degrees. Conclusion In order to further foster the HTA utilization, it is suggested to enhance the exchange mechanism between the HTA researchers and policymakers, adopt appropriate form to present HTA evidence, enforce the fund and technological support from research organization, perfect the incentive scheme of researchers and further facilitate the dissemination of HTA results to the general public.
