摘要
构建研发产业竞争力评价指标体系,运用线性函数法及离差赋权法,对2011年中国九个较发达沿海省市的研发产业竞争力进行评价。结果表明:北京、广东和江苏的研发产业竞争力相对较强;北京的高等学校和科研机构更具研发优势,广东在企业研发、政府支持研发方面比较突出,江苏则在四个方面表现相对平衡而更显综合优势。总体上看,我国研发产业的发展不仅存在东西差异,而且在东部沿海地区较发达的省市之间也呈现出水平与结构差异。这是相关省市制定研发产业发展战略及推动区际创新协作需考量的因素。
Through the construction of R&D industry competitiveness evaluation index system, using the linear function method and deviation weigh ting method to evaluate and compare nine coastal provinces and cities'R&D industry competitiveness in 2011 in China. The result shows that: R&D industry competitiveness in Beijing, Guangdong and Jiangsu provinces is relatively strong, but there is more in institution of higher learning and sci entific research institutions in Beijing; enterprise R&D and government support for R&D in Guangdong are more prominent; Jiangsu is relatively balanced in four aspects and present comprehensive advantages. On the whole, there are not only differences in the development of R&D industry between East and West in China, but also in the eastern coastal areas, which are relatively developed, present the level and structure differences. It the factors that relevant provinces and cities need to consider in formulation of R&D industry development strategy and promote regional innova tion cooperation.
