摘要
教育政策本质是对教育利益的配置,政策过程就是各类利益相关者相互博弈的过程。基于相同利益组成的各类利益集团是教育政策利益相关者参与博弈的的基本形式。在教育政策制定、执行和评估的各个阶段,各类利益相关者都是以自身利益需求的满足为目标选择自己的博弈方式、方法和路径,从而呈现出复杂的利益博弈结构和关系。
The essence of educational policies concerns the rearranging of the educational benefits, and process of policy making is that of gaming among the beneficiaries. So, the beneficiaries aim at the satis- faction of their own purpose through corresponding means of gaming throughout the making, implementa- tion, and assessment of the educational policies.
