摘要
20世纪80年代以来,城市成为恐怖分子发动袭击的重要目标,如何有效应对城市中的暴力恐怖活动,是当今世界各国政府共同面对的难题。域外很多国家在先进的危机管理思想指导下,当恐怖袭击在城市发生后,所在国政府部门能够迅速反应,果断处置,其中,许多反恐应急措施和经验不仅值得借鉴,而且对我国消除暴力恐怖活动的根源、建立城市反恐联动协作机制、确立城市反恐安全区划和等级体系、加强城市反恐立法也有许多启示。
Since 1980s,the urban area became the important target of terrorism attack.It is a global aporia to governments of the world that how to counter the terrorism violent in urban area effectively.Guided by advanced crisis management theory,the government of developed country reacts quickly and disposes decisively after terrorism attack happened.We can draw lessons from experiences and emergency measures of developed country which gave us much enlightenment to eliminate the source of terrorism violent,construct the system of anti-terror coordination,and confirm the security plan and grade system of urban anti-terror,reinforce the urban anti-terror legislation.
