三网融合将消除行业性垄断,带来全方位的公平市场竞争,信息网络产业链必将重构。有线电视网络公司期待能发展内涵、增强竞争力、增加经济效益,就要统计调查清楚网络中各种资源的具体分布,并充分利用这些资源。指出在网络建设与管理过程中,并未最佳配置人力、器材、缆线、地埋管线等各种资源,同时给出了改进的措施。要完善用户资料库以增加其功能和使用价值,能用其中的数据与资料计算出各类统计指标,以便科学地评价网络性能。

The integration of three types of networks will eliminate the industry monopoly and bring about fair competition to the market in an all-round way, thereby inevitably leading to the reconstruction of the informa- tion network industry chain. If the CATV companies expect to develop connotation, enhance their competitive- ness and increase economic benefits, they must investigate the specific distribution of various resources in net- work so as to take full advantage of these resources. According to the paper, a variety of resources such as hu- man resources, equipment, cables, underground pipelines are not optimally allocated in the process of the net- work construction and management, and measures to improve such a situation are presented. It is also suggested that the companies should improve the user database to increase its functionality and value. By way of calculat- ing the various statistical indicators using data and information in database, they could have a more scientific e- valuation of network performance.
