加强海洋石油钻采平台建造项目承包商安全管理的实践

Practice of Strengthening Contractor Safety Management of Offshore Oil Drilling and Production Platform Construction Project

海洋石油钻采平台建造是海洋石油工程建设的重要组成部分,其建造过程涉及大型吊装、交叉、限制空间、脚手架及登高等高风险作业,这些作业大多是由承包商来完成的,因而承包商管理就成为海洋石油钻采平台建造项目安全管理的重要内容。文章以南海某海洋石油钻采平台建造项目为例,分析了目前承包商安全管理存在的主要问题,提出了加强承包商安全管理的具体措施,通过管理实践取得了良好的成效。

Offshore oil drilling and production platform construction is the important part of offshore petroleum engineering construction and relates to high risk operations such as heavy hoisting, cross operation, limited space, falsework and aerial work. These operations are done mostly by contractors, therefore the contractor management becomes an important content of offshore oil drilling and production platform construction project. In this paper, the main problems existing in contractor safety management at present are analyzed by taking an offshore oil drilling and production platform construction project in South China Sea for example, puts forward pertinent concrete measures of strengthening contractor safety management. The management practice achieves good results.
