摘要
针对我国特种设备数量和规模迅速增长,监管资源相对不足的现状,通过分析特种设备事故特点和特种设备使用过程的风险状态,基于关键绩效指标法(KPI)和人的因素分析与分类系统(HFACS),初步辨识出34项适于监管的特种设备使用过程关键风险因素,并构建其管控层次分析(AHP)模型。利用专家问卷对该模型进行修正,最终确定26项关键风险因素,同时明确各关键风险因素的具体监管内容。对修正后的AHP模型求解,得到各关键风险因素的权重,并对各关键风险因素进行重要度分析,阐明特种设备使用环节安全监管的基本任务、重点对象、必要环节和一般内容。
The number and size of special equipment grow rapidly but supervision resources are insuffi- cient in China. Based on key performance index(KPI) method and human factors analysis and classifica- tion system(HFACS) , 34 risk factors were selected and an AHP model was built for special equipment su- pervision by using of analyzing accident types and risk state during use process. The model was modified by questionnaires. Eventually 26 key risk factors and specific items were identified. By calculating the modified AHP model, the weight of each key risk factor was obtained and importance degree was analysed. The result clarifies basic tasks, focus, necessary steps and general items of safety supervision of special e- quipment.
