Innovation driving development is the grand strategy relate to national and regional development in the new era. To build an effective system and mechanism of innovation driven development is the key to implement innovation driving development strate- gy. The vivid practice in Jinjiang provides a useful exploration for establishing a new mechanism of innovation driving development. It is proposed that the keys of implementing innovation driving development strategy is speeding up construction of the guidance, col- laborative and governance mechanisms.
