近年来,在我国学术研究、学术出版和社会学术评价中,或多或少地存在着非学术因素干扰,给正常的学术发展造成危害。学术腐败是以牺牲学术为代价的;各种形式学术评价中的腐败,是以良知的缺失与文化的损害为代价的。学术期刊作为学术成果的重要载体,不仅对学术发展具有重要的"守土"和"把关"职能,而且其编辑活动"延迟选择效应"的存在也给作者的学术创作以潜在制约和影响,学术期刊应当成为一道抵制和消除学术腐败的防火墙。

Recently, non - academic factors have more or less interfered in the academic researches, pub-lishing and social academic evaluation in our country, which has jeopardized the normal academic develop- ment. Academic corruptions spread at the cost of scholarism, while various corruptions in academic evaluation often breed from a lack of conscience and damage to culture. As the main carrier of academic achievements, academic journals function not only as the ＂guards＂ and ＂checks＂ for academic development, but the exist- ence of the ＂deferred choice effect＂ brought about by its editing activities also potentially influence and even confine the authors＇ academic creation. Academic journals, therefore, should function as a firewall or fortress in resisting or even eliminating academic corruptions.
