Water Resources Governing Plight and Countermeasures of the Huaihe River Region

从现有文献看,国内学者大多从制度层面研究淮河流域水资源治理问题,很少从系统方法论的角度研究治理水资源问题。水资源治理的本质以地方政府为代表的利益群体的水事冲突。在流域可持续发展中,重新架构淮委,完善利益群体利益表达机制,畅通信息渠道是实现淮河流域水资源优化配置的可行途径。

From the existing literature, most domestic scholars study the Huaihe River Region water resources governance issues from a system perspective, while little from a methodological point of the system. Essence of water governance is water conflict of interest groups of local government representatives. The re - arragement Huaihe perfect expression mechanism of the interests of the interest groups and the smooth flow of information channels are feasible to achieve the optimal allocation of water resources of the Huaihe River Region for sustain- able development of the region.
