基于因子分析的地方高校科技创新能力的综合评价

Comprehensive Assessment of Scientific and Technological Innovation Capacity of Local University Based on Factorial Analysis

不同层次的高等学校在创新体系中各自发挥着重要的推进作用,其中地方高校的科技创新能力是创新实践中不可忽视的基础力量。综合评价作为一种辅助监管方式可以有效反映地方高校科技创新能力的高低。以2010年度全国31个省、直辖市、自治区的地方高校为评价对象,构建综合评价指标体系,搜集和整理权威基础数据,采用因子分析法作综合评价。结论认为地方高校科技创新能力中各维度创新能力的知识市场化特征明显,因子分布较为合理,但全国各区域存在强弱不均均衡的梯度,并提出了参考性的建议。

Higher educational institutions of different levels play a stimulating role in the innovation system, a- mong which local universities are basic force in the innovation practice. A comprehensive assessment, as an aux- iliary supervision, can efficiently reflect the scientific and technological innovation of local universities. Based on the local universities of 31 provinces, municipalities directly under the central government, and autonomous re- gions, the paper constructs a comprehensive assessment system, collects authoritative basic data, and employs factorial analysis as the comprehensive assessment, and then it presents that scientific and technological innova- tion capacity is characterized with marketization of innovation capacity knowledge of different dimensions, and the factorial distribution is appropriate, but there exists imbalanced gradient in different areas, and proposes some suggestion for reference.
