市场体系的率先发育直接决定了推进政府转型成为政府创新实践的主题,市场化改革也极大地促进了社会生活秩序的深刻变迁,进而演化成为推动政府转型的倒逼机制,在这种大背景下,温州展开了政府转型的创新实践,并制定了以政府转型推动经济社会转型发展的总体思路。温州政府转型的特殊动因及其实践经验对于各级政府都具有重要的借鉴和启示意义。
Taking the lead in developing market system determines directly the government＇ s subject of innova- tive practice of Wenzhou. The market - oriented reform has greatly promoted the profound changes of social life in order, and then evolved into promoting force - change mechanism of government transformation. In this context, Wenzhou launched the innovation practice of government transformation, and has a general idea of thought to the transformation of the government to promote economic and social development in transition. The special reasons and practical experience of government transformation of Wenzhou has important reference and inspiration significance for all levels of government.
