Salient Problems and Countermeasures in Academic Ethics

当前,在学术道德领域,学术造假、学术投机和学术"潜规则"三个方面的问题尤为突显,且具有存在的普遍性、影响的恶劣性、生长的顽固性等特征。究其原因,主观上由于对科研工作的认识不准确,客观上是人们内在的思想认识、外在的行为规范、公众的道德领域三维学术道德防线均已被突破。因此,采取疏导思想认识,封堵不端行为,同时加大道德、制度及法律的惩戒力度等措施,力求标本兼治并长期坚持,或可遏制其蔓延的趋势。

At Present,problems in academic ethics are salient in the following three aspects：academic cheating,speculation and “unspoken rules”,which are,meanwhile prevalent in existence,vicious in influence and persistent in growth.In the final analysis,there are subjective causes such as inaccurate understanding of scientific research,and objective causes such as erosion of three dimensional moral defenses,i.e.,internal ideology,external conducts and public ethics.Therefore,it is necessary to enhance ideological education,blockade ill practices,and adopt countermeasures of increased ethical,institutional and legal punishments,addressing both the symptoms and root cause through prolonged efforts,in the hope of containing the spreading tendency.
