基层公务员公共参与对其责任意识的影响研究——基于362份问卷调查的分析

Study on Influence of Grassroots Civil Servants' Public Participation: on their Responsibility Consciousness Based on 362 Questionnaires

基层公务员对公共事务的参与可分为直接参与和间接参与,无论是直接参与还是间接参与,其参与水平都较高。在此背景下,基层公务员的责任意识较强,但他们更愿意对客观责任而非主观责任负责,更愿意对上级、制度和法律而非下级和民众负责。多元线性回归显示,公务员的这种责任意识与他们的公共参与水平有正相关关系,即公共参与水平越高责任意识越强,且直接参与比间接参与更能促进基层公务员的责任意识。Logistic回归分析结果表明,农村出生的基层公务员、决策机关的基层公务员更有公共责任感,这些发现对培育公务员的责任意识有重要的帮助。

The involvement of civil servants at the basic level in public affairs include direct and indirect participations. Whether direct or indirect ones, they involve with a high level. They have stronger responsibility consciousness. They tend to be responsible for objective responsibilities instead of subjective ones, for the superior, system and law instead of the subordinate and the public. Multiple linear regression shows that there is a positive correlation between the civil servants~ responsibility consciousness and the level of their participation, ie. the higher the level is, the more responsibility they take. Moerover, the direct participation promotes more responsibility consciousness than the indirect involvement. The result of logistic regression tells tt^at the grossroots civil servants who were born in the countryside or work in desion-making bodies have more responsibility consciousness. All these findings help to cultivate the awareness of responsiblity of the civil servants.
