博茨瓦纳《围绕第十个国家发展计划制定的高等教育战略:2009-2015》评析

Analysis of Sector Wide Tertiary Education Strategy of Botswana:During the NDP10 Plan(2009-2015)

近年来,博茨瓦纳通过了一系列的高等教育政策,为国家高等教育发展提供了政策性的指导。《围绕第十个国家发展计划制定的高等教育战略:2009-2015》规划了博茨瓦纳高等教育的三大重点发展领域:人力资源开发领域,研究创新领域,体制改革和院校能力建设,为未来国家高等教育的发展绘制了清晰的蓝图。该规划在实施过程中也存在着管理体制松散,投资模式不完善,课程设置不合理等问题与挑战。

Recently, Botswana government has issued a series of tertiary education policies, which provide policy guidance for the development of national tertiary education. The Sector Wide Ter-tiary Education Strategy of Botswana during the NDP10 Plan （National Development Plan 10） draws a clear blueprint for the future development of the national tertiary education through the 3 following policy goals：Human resource development;Research and innovation;Strengthening system capacity and quality. How-ever, there are still some problems and challenges in the imple-mentation process of this strategy, such as the loose management system; the imperfect investment mode; the unreasonable cur-riculum provision, etc.
