The differences between the endowments and the power of citizens as participants affect the quality of public opinions. The modem concept of citizen participation concerning to ＂public deliberation＂ could contribute to achieve the balance between the value preferences and the interests demands of various social strata. Consequently, the mechanism for citizens＇ participation in public affairs would be improved and the benign interaction and effective connection between citizen participation and local governance could be subsequently achieved.
