This paper summarizes practice of Xujiang primary school, and fully introduces the activity mode, management mode, perfect organization mechanism, the multi-dimensional evaluation system, rich experience of ＂under the same blue sky＂ red scarf mass organizations. The author considers that activity of red scarf mass organizations is an effective way to improve the team of independent, self-confident, self-help ability.
