基层政府应急管理的现状调查与分析

Current States and Analysis of the Grassroots Government Emergency Management

基层政府是应对突发事件的主体,提升其应急管理能力对维护社会稳定至关重要。在基层政府应急管理的实践中,存在着民众忧患意识薄弱、政府人员时间理念缺乏、责任意识不强、信息平台建设滞后和应急动员能力不足等问题。在文献综述和实证分析的基础上,提出了提升基层政府应急管理能力的对策与建议。

Since grassroots government is the subject responding to emergencies,to enhance its emer- gency management capabilities is critical to maintaining social stability.But there are some problems in the practice of the grassroots government emergency management, such as people＇s weak awareness of crisis,government officials＇ lack of time consciousness and sense of responsibility,the underdeveloped construction of information platform, and inadequacy in contingency mobilization.Finally, based on the literature review and empirical analysis, some suggestions are brought forward for enhancing the capa- bilities of grassroot government.
