摘要
介绍中国科学技术信息研究所开展的"领跑者5000——中国精品科技期刊顶尖学术论文平台"建设项目的实施过程。认为在平台的推广、顶尖论文的遴选范围和遴选方法上尚有待改进与完善。建议:加强该平台的宣传和推广力度,将评测结果纳入国内有关教学和科研单位的科研绩效评价体系;放眼所有科技期刊,扩大顶尖论文遴选范围;进一步优化顶尖论文遴选办法,注意甄别自引与他引,遴选出真正代表学科发展水平的顶尖论文。
The paper introduces and summarizes the project implementation process of platform construction entitled ＂Forerunner 5000--Top Academic Papers of China＇s Key Sci-Tech Journals＂ conducted by ISTID, and the deficiencies in platform promotion, scope and methods of top papers selection remains to been improved and perfected. It is suggested that platform publicity and promotion should be strengthened, evaluation result should be included in performance evaluation system of relevant teaching and research institutes, and selection scope should be targeted on all sci-tech journals. Meanwhile, selection method of top papers should be optimized, distinction should be made between self- citation and non-self-citation, so that real top papers representing discipline development can be selected.
