教师道德是教师职业的首位，师德建设对教师道德的形成和发展起着重要的作用。从整体上对师德建设进行把握，师德建设可分为三个层级结构：职业规范体现了师德建设中的教师群体认同；教师德性是师德建设中的个体实践；管理制度是师德建设的实施保障。三个层级共同构建起师德建设的整体系统工程，让教师成为有德性的教育工作者，保证了教师伦理的正当有序。
