藏区三农金融事业部改革试点成效及问题研究——以武威市天祝藏族自治县为例

The Study on the Effectiveness of the Pilot Reform of Tibetan Rural Finance Division and Problems——A Case of Tianzhu Tibetan Autonomous Countyin Wuwei City

三农金融事业部改革是国务院对农业银行股份制改革提出的明确要求,是农业银行落实面向"三农"市场定位的重要体制保障。如何认识其改革成效以及推动其进一步深化改革不仅是农行自身改革发展的必经之路,也是深化农村金融体系改革的关键环节。本文以武威市天祝藏族自治县为例,分析了农行三农金融事业部的改革效果,并针对其问题提出了政策建议。

The reform of the rural finance division is the explicit requirement put forward by the State Council for the share-hold- ing reform of Agricultural Bank, and is an important system guarantee to implement the market positioning of Agricultural Bank for farmers, country and agriculture. How to understand the effect of the reform and promote its further deepening is not only the only way that Agricultural Bank of China must pass, but also the key to deepening the reform of the rural financial system. Taking Tianzhu Ti- betan Autonomous County in Wuwei city as an example, the paper analyzes the reform effect of the rural finance division of Agricul- tural Bank of China, and puts forward policy suggestions to solve the problems.
