税费改革后农村公共产品供给与经济增长的实证分析——以陕西省为例

An Empirical Analysis of the Tax Reform of Rural Public Goods Supply and Economic Growth——Taking Shaanxi Province as an Example

农村公共产品供给不足制约了农村经济发展和农民生活水平提高,税费改革后,乡镇政府和村级组织公共投资的力量减弱,使农村公共产品供给中农民负担加重。论文以陕西省为例,研究税费改革后政府供给什么类型的公共产品会对农村经济增长产生作用。通过实证分析,论文提出政府应该从供给主体、供给类别、供给时效性这三个方面来增加公共产品的供给,提高农业生产力和经济发展水平。

The shortage of rural public product supply problems have hindered the rural economic development of Shanxi province and the quality of life of farmers.After the tax reform, the township government and village organizations of public investment weakened,so that the supply of rural public products dropped.It directly increased the burden on farmers.The thesis takes Shanxi Province as an example, research on tax reform the government supply which type of public products will have an effect on rural economic growth. Through empirical analysis, the paper puts forward the government should increase the production of the supply of rural public goods from the three aspects of the main supply, supply categories, supply timeliness to improve agricultural productivity and the level of economic development.
