群众路线教育实践活动是新一届领导集体从顶层设计层面贯彻群众路线、推动群众工作的创新尝试。目前,此项活动已进入查摆问题、开展批评阶段,即将进入整改落实、建章立制阶段。为确保群众路线教育实践活动的有效性、常态化,应解决群众路线过多依赖党员干部的自觉行动而缺少制度建设的体制弊端,顺应民主化、法治化的发展要求,抓好制度建设这个环节,明确制度建设的前提,深化制度建设的内容,强化制度建设的保障。

This articles talks about the mass line campaign which is a new try of the new leadership to carry out the mass line and encourage the innovations on the mass work. At present, the campaign has entered the stage of finding problems and conducting criticism. It is about to enter the stage of rectification and implementation and making rules. To ensure the effec- tiveness and normalize the mass line campaign, the problem of relying too much on the party member cadre＇s conscious action and lack of system construction should be solved. At the same time, the campaign must comply with the development of de- mocratization and legalization, pay special attention to the system construction, clarify the premise of the system construction, deepen the content of the system construction and strengthen the guarantee of the system construction.
