政府主导型农村土地综合整治项目经济效率分析——以郸城县项目为案例

The economic efficiency of the government led Rural Land Comprehensive Improvement Project——Case of Dancheng county

将农村土地综合整治项目分成两类。河南省郸城县具体项目作为政府主导型农村土地综合整治项目的代表,其结论在同类项目中有一定参考价值。基于重庆和郸城县的建设用地指标占国有建设用地使用权价格的比例相同这一推理,核算出郸城县具体项目的建设用地指标价格为2.92万元/亩,该项目带来建设用地指标结余345亩,由此带来潜在收益1008.62万元,通过成本-收益对比确定该项目带给地方政府潜在利润571.71万元,利润率130%。结果显示项目实施后产生的建设用地指标结余是隐形的,政府占有利用。由于建设用地指标稀缺,潜在收益巨大,政府产生高额潜在利润。根源上讲这是政府主导型农村土地综合整治项目中地方政府的身份定位偏差造成的。解决这个问题应该围绕地方政府的转型,藉由明确农民的土地发展权主体地位,建立公开合法的建设用地指标交易市场的政策实现。

The Comprehensive Improvement of the Rural Land Project was divided into two types. The case of Dancheng county Henan province as the government led rural land comprehensive improvement project has certain reference value. Based on the fact that the construction land index accounted for the proportion of stateowned construction land use right price are the same in Chongqing city and Dancheng County,we accounted out specific project construction land target price of Dancheng county for 29200 Yuan / mu. This project brought construction land index balance of 345 mu. So the potential income is 10. 0862 million Yuan. Through comparing the cost and income,we determined the project brought to local government potential profit of 5. 7171 million Yuan,the rate is 130%. Results show that after the implementation of the project construction land index balance was invisible,it was used by the government,because the construction land is scarce,potential gains is great,and the government can get high profit. To solve this problem the local government should transform main body status of farmers＇ land development should be clear,public legal construction land index trading market policy should be established.
