Paths to Improving the Chancellor-responsibility System under the Leadership of the Party Committee

国家举办的高校实行党委领导下的校长负责制,是我国高校内部领导体制长期探索和实践的经验总结。在新的历史阶段,坚持和完善党委领导下的校长负责制,需要进一步准确把握党委领导下的校长负责制的本质内涵,正确处理"党要管党"与"党管学校"、党委与校长之间的关系,大力推进党内民主和学校民主建设,切实改进党委领导方式,合理配置高校内部权力,实现科学治校、民主治校、依法治校。

Chancellor-responsibility system under the leadership of the Party Committee is the outcome of long-term exploration and practice of the leadership system in Chinese state-owned colleges and uni- versities. To persevere in and improve this system in the new historical stage, it is essential to grasp its connotation accurately and to correctly deal with the relations within the Party and between the Party and universities and chancellors. It is also essential to promote democracy within the Party and higher education institutions, to improve the governing style of the Party committees, to allocate the internal power of universities properly, and to achieve scientific, democratic and lawful administra- tion.
