本文结合宁波市土地执法动态巡查系统建设实践,对土地执法业务需求进行了分析,对系统总体框架和实现功能进行了阐述。系统以"简单、快速、高效、准确"为前提,采用全市集中部署,分级管理的建设应用模式,实现了动态实时巡查、人员车辆监控、违法案件管理、卫片执法检查、综合统计分析、领导督查督办等六大核心功能,达到了全方位管人、全天候管车、全过程管案和全覆盖管地的目的。

This article has analyzed the business needs of law enforcement on land, and explained the overall framework and implementation of the system function, combined the practice of construction in dynamic inspection system of land law enforcement in the city of Ningb.
