廉政文化建设机制创新及其在民族地区的实践创新研究

Innovation of the constructive mechanism of anti- corruption culture and its practice in minority regions of China

目前,中国已经初步建立了不同层级的廉政文化建设机制,但这一机制仍存在不健全的地方,需要通过机制创新加以完善,这既是廉政文化建设进一步发展的需要,也是完善惩治和预防腐败体系的必然要求。具体地说,主要是要积极推动廉政文化建设的组织领导和协调机制创新、宣传教育机制创新和实践机制创新。在民族地区,廉政文化建设机制的创新,应结合当地民族聚住特性及民族语言和习俗等不同民族文化的具体实际而开展。

Currently, China has initially established different hierarchies of anti - corruption mechanism of anti - corruption culture. However, this mechanism still has some defects that can be improved through institutional innovation, which is not only the needs of its further development, but also the necessary requirements to perfect the mechanism of punishments and precautions of corruption. Spe- cifically, the main measure is to positively promote the innovation of anti - corruption constnaction, including the innovation of organiza- tion, leadership and coordination system, the innovation of publicity and education and the innovation of implementation. In ethnical regions; the innovation of this mechanism should consider different regions＇ characteristics based on their culture, language and con- ventions.
