完善政策 创新制度 促进国土资源节约集约利用

Improving the System of Policy Innovation and Promoting the Economical and Intensive Utilization of Land and Resources

目前我国城乡建设用地开发利用粗放、土地低效利用问题突出,矿产资源开发利用技术落后,资源利用率较低。为此,需要完善政策、创新制度,促进国土资源节约集约利用。一方面要严控增量、盘活存量、优化结构、提升效率,促进土地资源节约集约利用;另一方面要统筹规划、经济刺激、完善标准、创新技术,促进矿产资源节约与综合利用。

This paper ifrst looks at the problems such as the extensive land use of urban and rural construction, inefifcient use of land, out-dated mineral resources development and utilization technology with low resource utilization. Following from this there is a speciifc focus placed on improving policy and innovating system to promote the economical and intensive utilization of land and resources. This paper then points out that for economical and intensive use of land resources;we must strictly control the increments, revitalize stock assets, optimize the structure and increase the efifcient use. On the other hand, as for mineral resources saving and comprehensive utilization, we must make overall plans, stimulate economy, perfect the standard and innovate technology.
