以节约集约利用资源促生态文明发展

Promoting Ecological Civilization Development Based on Economical and Intensive Use of Resources

节约集约利用资源是保护生态环境、提高环境承载能力的根本之策,也是生态文明建设的重要抓手。我国面临着土地资源开发方式粗放、矿产资源综合利用程度低等问题,资源开发过程中相伴的生态问题日益突出,环境污染加剧。为此,要发挥国土资源管理在生态文明建设中的源头管控作用,做好国土资源节约集约利用系统工程,推动实施国土综合整治和修复。严守18亿亩耕地保护红线,确保耕地实有面积基本稳定;实施差别化资源管理政策,推进优势矿种合理开发利用;深化储量管理和矿产资源评审体制改革;充分利用卫星遥感、信息技术等高新科技手段,做好资源环境承载力评价。

Economical and intensive use of resources is the fundamental answer to preserving the ecological environment and improving environment bearing capacity. This paper analyses the problems facing us such as an extensive pattern of land resource development, low degree of mineral resources comprehensive utilization, an increasingly prominent ecological problem with resource exploitation, and worsening environmental pollution. For that reason, this paper points out that we should play the role of source control of land management in the construction of ecological civilization, make great efforts on systems engineering with regard to economical and intensive utilization of land and resources, and promote the land comprehensive improvement and restoration. On this basis, we resolutely defend the red line of 1.8 billion mu of arable land, ensure the basic stability of the actual area of cultivated land, implement differential resource management policy, and promote the reasonable development and utilization of dominated minerals. Furthermore, we should deepen the reserves management and the system reform of mineral resource review, make full use of high and new technology such as satellite remote sensing and information technology, thus completing the evaluation of resource environmental bearing capacity.
