摘要 国际海事组织海洋环保委员会第六十六次会议(MEPC66)日前在伦敦召开。会议讨论了多项议题,现将其中对BIMCO会员最为重要的几项内容予以刊登,以飨读者。 The 66 th session of the International Maritime Organization's(IMO) Committee on Marine Environment Protection(MEPC 66) was held from 31 March to 4 April 2014 in London. Among the many agenda items discussed, the below-mentioned are the most important for BIMCO members.MEPC 66 adopted amendments to MARPOL Annex VI, regulation 13, on Nitrogen Oxides(NOx), concerning the date for the implementation of Tier III standards within emission control areas(ECAs).The MEPC approved BWM-related guidance, including Guidance on the entry or re-entry of ships into exclusive operation within water under the jurisdiction of a single Party.MEPC 66 discussed a number of submissions relating to proposals to establish a framework for the collection and reporting of data on the fuel consumption of ships.As the first country to do so, Norway has signed up to the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships(Hong Kong Convention). France announced that it will follow shortly. The MEPC considered the report of a CG tasked with developing threshold values and exemptions applicable to the materials to be listed in Inventories of Hazardous Materials(IHM), required under the Hong Kong Convention. MEPC 66 took a principal decision about the way the draft mandatory International Code for Ships Operating in Polar Waters(Polar Code) will deal with environmental matters. The mandatory environmental chapter will consist of prescriptive rules as opposed to goal based standards.It agreed to establish a correspondence group(CG), to consider the development of a data collection system for ships, including identif ication of the core elements of such a system. BIMCO will participate in this work.As readers may be aware, the IMO Instruments Implementation Code(III Code) was adopted by the IMO Assembly in 2013. MEPC 66 adopted amendments to MARPOL Annexes I through to VI to make the use of the III Code mandatory. This will make the IMO Audit Scheme mandatory under MARPOL. The amendments are expected to enter into force on 1 January 2016.
