集体建设占用农用地补偿的必要性与可行性分析

Analysis on the Necessity and Feasibility of Implementing Compensation for Farmland Occupied by Collective Construction

随着社会经济发展、城市化进程和新农村建设的加快,建设用地的需求不断增加,集体建设占用农用地日趋增加,但由于目前农用地转用增值机理不清、增值收益归属不明等原因,集体建设占用农用地得不到补偿。该研究在提出集体建设占用农用地补偿概念的基础上,运用问卷调查和理论分析方法,分析集体建设占用农用地实施补偿的必要性与可行性,以完善农地非农化补偿机制。得出以下研究结论:集体建设占用农用地实施补偿符合社会经济发展要求,是解决当前农地流转问题、保护农民权益、提高土地资源节约集约利用的有效手段。

With the development of socio-economy, rapid urbanization and accelerated new rural construction, demand for farmland occupied by collective construction has risen sharply at present. However, the compensation for farmland occupied by collective construction is not still achievable owing to unclear mechanism of farmland conversion. The paper aims to validate the feasibility and essentiality of implementing com- pensation for farmland occupied by collective construction from hypothetical and practical respects. The results indicate that the implementing compensation for farmland occupied by collective construction is an effective mean to solve some problems such as protecting farms＇ rights and interests, saving and intensive use land during the process of farmland conversion.
