智库热的冷思考:破解中国特色智库发展之道

Beyond Think Tank Fever:Cultivating World Class Think Tanks with Chinese Characteristics

公共政策的科学化与民主化带来了智库的兴起。目前,全国各部门各地发展智库的热情空前高涨,各种类型的智库不断涌现,相关的研讨会和评估也络绎不绝。但是在全社会智库热之后,我们必须对智库问题进行一些冷思考。在中国现阶段的发展过程中,智库具有三个主要职能,即理性决策外脑、多元政策参与渠道、决策冲突的理性辨析平台。智库社会职能的发挥有赖于完善的"政策分析市场"的建立。本文最后建议,加强政府内部公共政策的研究能力,增强对高质量政策研究的需求;减少政策研究禁区,增强社会脱敏能力,为政府调整政策提供更广阔的空间;推进数据信息公开,加强政策研究投入,提供公平的政策研究市场环境;深化改革,加快建设一批具有中国特色的一流智库。

The rise of think tanks is attributed to rationalization and democratization of public policy. Athink tank fever has been spreading across China, reaching all localities and various institutions. Various types of think tanks are emerging. Re- lated conferences and rankingshave also flourished. However, we must reflect on some critical issues that will affect the development of think tanks.At the present development stage inChina, think tanks have three main functions., ex- ternal brainpower of rationalpolicy decision, channels for pluralistic participation, and rational public platform for de- liberating policy alternatives. It is necessary to build a “policy market” to ensure that think tanks can fulfil their social functions. Finally, the author suggests to strengthen public policy research capacity inside the government, to en- hancedemand for high quality policy research; to reduce restricted areas of policy research, to enhance social capacity of desensitization, to provide a broader maneuvering space for the government to adjust policy; to promoting data and information disclosure, to strengthen policy research investment, to provide a fair market environment for policy re- search; and to deepen reform and accelerate the development of leading think tanks with Chinese characteristics.
