关于中文科研论文归级分等标准问题的实践思考

本文认为 ,对科研论文归级分等的本质是对科研工作者的社会贡献作出评价 ,所以要特别重视其标准和依据的研究。近些年来 ,人事、教育和科研管理部门在专业技术职务评审中所采用的国家级、省级、地级的归类分等办法存在许多问题。我们认为 ,由图书馆系统以“三率”为依据制定的标准较为科学 ,而且易于操作 ,应当予以推广和采用。同时 ,图书馆系统编制的《中文核心期刊》当进一步完善。
