摘要
人才作为科技金融的核心载体、科技创新活动的承担者,对于科技金融的有效运行至关重要,而高素质科技金融人才的缺乏一直是我国科技金融发展中的软肋。对此,构建以人才环境改善机制、人才队伍建设投入机制以及人才培养机制为主体,以人才合理流动机制和人才评价与激励机制为两翼的科技金融人才队伍建设机制结构模型,并阐述该模型的内涵。
Talents, serving as the core carrier of technology and finance and the undertaker of science and technology inno- vation activities, are very important to the operation of technology and finance, while, the lack of talents is always a weak- ness of the technology and finance development. Therewith, this paper builds a talent construction model in which talent environment altering, intellectual investment and cultivation are acted as the cabin and talent - flowing, and evaluating and cultivating are acted as the wing. It also proposes some relevant policy measures.
