摘要
大部门体制要发挥实效,不仅需对组织结构进行调整,还需要理顺政府的运行机制,尤其是对政府的决策流程进行优化。通过将S区的改革实践作为案例进行分析发现,大部制改革后政府的决策流程还存在如下问题:决策动议主体单一;决策议程确立规则不清晰;备选方案设计专业性、参与性、公开性不足;方案抉择权限不清;人大在重大决策合法化环节缺位等。因此,必须结合决策流程优化的一般规律和国内外经验,对大部门体制的未来走向提出更具针对性和科学性的政策建议。
To make the Giant Ministry System in full role,it is necessary to adjust the organization structure,and to straight out the operation mechanism of the government,especially to optimize the governmental decision-making process. The analysis of reform practice in S District shows that there are the following problems existing in decision- making process: the single decision- making body,the ambiguity of decision- making rules,the lackness of profession,participation and openness in alternative design,the vagueness of limits of decision- making authority,and the absence of NPC in the joint of legalization of important decision- making. Thus,it is essential to put forward the better pointed and scientific policy suggestions for the future trend of the Giant Ministry System,by way of combining the general rules of decision- making process optimization with the experiences home and abroad.
