大都市社会安全预警建设的机理及其利用——以国家-社会二分法为视角

Mechanism and Adoption of Metropolitan Construction of Public Security Warning

现代城市的开放性决定了社会安全的复杂性,预警机制作为一项战略部署,涉及的领域显示出越来越广泛的趋势。在社会结构变迁与政府组织发展的不同向度,城市风险的不确定性发生更大游离,而且还存在相互转化的条件。作为预警的两种机理,政府与社会不同维度的风险指数存在本质差异,是预警建设确立责任担当的依据。其中,政府主导作用的发挥必须建立在协调社会的基础之上。

The complexity of city risk results from urban＇s characteristics o~ openness, thus warning mechanism becomes one of gov- ernmental strategic plan, which includes wider and wider spheres of urban affairs. In the light of different dimensions of changing social structure and developing governmental organizations, the uncertainty of city risk is changing correspondingly, and might transfer to each other. The risk index of this two dimensions shows that governmental and social agents can suffer different risks in their own ways, as de- termines that they should shoulder different responsibility. Among these, government agents play a key role.
